「International Design Competition for Yeonsu-gu Youth Center」Overview

Title

  • The title of this design competition is the 「International Design Competition for Yeonsu-gu Youth Center」 ('hereinafter referred to as the design competition').

Background & Purpose

  • Adolescents should enjoy the present through self-directed participation and activities in a fair and safe social environment and need active support and attention to become self-reli-ant with the capabilities necessary for the future society.
  • Therefore, Yeonsu-gu plans to build a “Yeonsu-gu Youth Center” that can promote healthy youth growth through various youth activities such as cultural activities, creative experience activities, career experience activities, and internationalization activities for teenagers. The purpose of this design competition is to provide efficient and creative spaces for various training and self-development activities such as culture, education, experience, and physical education, and to establish a youth center as a representative building in Incheon.

  • Estimated Design Cost : KRW 1.459 billion won (excluding green building certification, energy efficiency grade certification, and BF certification fee / including damage compensation insurance, construction permits and consultation costs, VAT, and Interior design cost (for public space and specialized activity space})
  • Competition Period : December 1st(Wed), 2021[Announcement] ~ March 14th(Mon), 2021[Result announcement]
  • Design Period : 11 months after signing a design contract(Including holidays)

    • The host organizes the operational headquarters of the design competition to operate this design competition and Delegates the work related to this design competition.

  • Competition Management Team
    • The competition management team provides the guidelines of the jury members in the review process and supports the arrangement of the review for the works submitted. Also, it supports the smooth working process of them by participating in the review process. And it notifies the review results to the submitters after selecting the winning works.

Official Language and Units

  • Official language
    • The official language for the design competition is ‘Korean’ and ‘English’.
    • For any conflict of interpretation between the ‘Korean’ and ‘English’ versions of the rules, guidelines, and the Q&A of the design competition, the ‘Korean’ version shall prevail.
    • The entry (drawing panels, design description, and the summary of the design concept) shall be in ‘English’. But, it can be accepted to write ‘Korean’ and ‘English’ side-by-side if necessary.
    • Documents submitted by the participants shall be either in ‘Korean’ or ‘English’.
  • Units of Measurement
    • All measurement units shall be the ‘Metric System.’

Eligibility and Restrictions

  • Eligibility
    • Both domestic and foreign architects(Licensed architects, including corporations) can participate.
    • For Korean architects, it shall be an architect, completing the business registration and running the business pursuant to the 「Certified Architects Act)」 of Korea as of the date of the notification and the architect shall be running an architectural business with no cause of disqualification pursuant to the relevant laws and regulations. If awarded in the contest, the main contractor will be the applicant representative.(7.1.2)
    • In the case of foreign architects, they shall be a qualified architects according to the laws of their countries by the time of the announcement date, and if winning, they will be able to conclude a service contract only if they have formed a joint body with a qualified Korean architect according to the related laws. At this time, the representative of the joint body shall be a qualified Korean architect.(7.1.3)
    • For the joint application, all of the applicants shall be qualified as written in 7.1.2 and 7.1.3, and the maximum number of co-applicants is three. One of them must be the representative, and even if the representative is the co-CEO of the office, designate only one person as an applicant.
    • The representative of the joint application shall play the role of generalizing and controlling the general works as the representative of the joint body, and the legal rights, responsibilities, and obligations related to the competition belong to the representative.
    • Participants in the Design Competition, registered as a representative or participant, shall not join any other design.
  • Participation restrictions
    • The host, its employees, or family members
    • Jury members (alternative included), the employees of the organization the jury members belong to, or the family members of the jury
    • Advisory members and the management team members of the design competition, employees of their organization, or the family members of the jury
    • Individuals and institutions directly participating in the development of the rules and guidelines of the Design Competition
    • Architect offices or architects whose business registration is canceled, suspended, disqualified, or temporarily closed
